2017 Document Recording Fee Program

Community Development Block Grant
This program was created to develop viable urban communities by providing decent housing, create a suitable living environment, and expand economic opportunities for low- and moderate-income persons. Project activities must principally benefit Longview residents. Funded through the Federal Department of Housing and Urban Development (HUD).

2017 CDBG projects will be limited to:
  • Main Entitlement $166,358 (estimated) Projects benefiting low/moderate income people in Longview consistent with the consolidated plan: including infrastructure, code enforcement, down payment assistance, energy conservation, homeowner rehab (minor), creation of residential units, loans for economic development. 
  • Public Services $38,390.36 (estimated) Stabilization and revitalization activities—e.g., food bank expansion, legal services to low-income families and veterans, senior services, childcare, Fair Housing training, crime reduction program development in the Highlands, Olympic West, and Broadway neighborhoods. Emphasis on activities addressing the needs of seniors and families with children.
  • Planning Funding $30,000 (estimated-combines previous year balances) Plans for agencies, projects, or new programs to benefit low-income families and individuals.
    • Projects are selected on a locally competitive basis. Projects must:
      • Principally benefit low- and moderate-income persons; 

Proposals for CDBG must be submitted by April 26, 2017

HOME Program for Affordable Housing

Longview & Kelso - This program provides funding to agencies, developers, and businesses to increase and maintain affordable housing in Longview and Kelso. Housing projects must target persons with incomes less than 80% of the Cowlitz County Median Income based on family size. Funded through the Federal Department of Housing and Urban Development (HUD).

2017 HOME projects will be limited to:
  • Longview funding will be approximately $115,590 Rental unit rehabilitation and/or homeowner unit rehabilitation in the Highlands, Downtown, Olympic West and Broadway neighborhoods and; Tenant Based Rental Assistance; or homebuyer programs or creation of low-income units. 
  • Community Development Organization set-aside $33,025 Affordable housing activities to be undertaken by a private nonprofit, community-based or service organization.
  • Kelso funding will be approximately $38,531. Renter or homeowner rehabilitation; self-help housing; Tenant Based Rental Assistance

Document Recording Fee

Funded by the Cowlitz County Document Recording Fee Surcharge, this Longview program provides for a variety of housing projects for persons with incomes at or below 30% of the Median Income for Cowlitz County based on family size. Operation and maintenance of Housing Trust Fund projects and shelters are also eligible under this program. In 2017 $30,620 is available for funding in Longview. Projects must be consistent with the Longview-Kelso HOME Consortium Consolidated Plan and the Cowlitz County ten year plan to end homelessness. 

Proposals for HOME & Document Recording Fee projects Must be submitted by May 1, 2017
